Accelerating the Procedural Construction of Socialist Democratic Politics

加快我国民主政治程序化建设具有重要意义:有助于完善社会主义民主政治,有助于保证民主政治过程的科学决策,有助于规范政府行为以保障公民权利。目前,社会进程中的非程序化机制和行动具有极大危害:非程序化无法保证决策的民主基础和科学性,将造成各级政府部门之间政令不统一,会造成立法、司法和行政不能有效配合,将加大行政成本,耗费人力、物力和财力,并可能滋生腐败。加快推进社会主义民主政治程序化建设的实现路径主要有三方面,即坚持科学性、坚持公开性、坚持合法性。

It is of vital significance to accelerate the procedural construction of China's democratic politics:it helps to improve socialist democratic politics,helps to ensure scientific decision-making in the democratic political process,and helps to regulate government behavior to protect citizens'rights.At present,non-procedural mechanisms and actions in social processes are extremely harmful:non-proceduralization cannot guarantee the democratic basis and scientific nature of decision-making,which will result in inconsistent decrees between government departments at all levels.And this will result in ineffective cooperation among legislation,justice and administration,which can increase administrative costs and waste manpower,material resources and financial resources,and may incur corruption.There are three main ways to speed up the process of building socialist democratic political procedural construction,namely,persistence in science,openness,and legitimacy.
