作为世界上第一部成文宪法,美国宪法从1787年制定至今,沿用了200余年。美国宪法顺应时代的变化与现实需要,根据美国不同时期的历史背景和适用情况,不断凝聚共识,相继通过了包含《权利法案》在内的27条修正案,有效应对了美国历史发展进程中面临的政治、经济、文化、军事、社会等各方面的风险和挑战,确保了宪法既能够稳定运行,又可以与时俱进。美国宪法通过的历次修正案表明,世界上没有一成不变的时代精神和治国方略,只有顺应时代的需要,与时俱进地对宪法进行调整和补充,才能在保持宪政框架稳定运行的同时,从容应对各种新情况、新问题。

As the first written constitution in the world,the US Constitution has been in use for more than 200 years since 1787.The US Constitution conforms to the changes and demands of the times.According to the historical background and application of the United States in different periods,it has continuously consolidated consensus and successively included 27 amendments including the Bill of Rights.By doing so,it has effectively responded to the risks and challenges that the Unite States faces to in fields of politics,economy,culture,military,and society to maintain a stable operation of the Constitution and keeping face with the times.The previous amendments passed by the US Constitution show that there is no immutable spirit of the times and the strategy of governing the country.Only by adapting to the needs of the times and adapting and supplementing the constitution with the times can we calmly operate while maintaining the stable operation of the constitutional framework,and deal with various new situations and new problems.
