新时代农村基层党组织纪律建设的问题及建议——基于湖北三镇的调查

Issues and Suggestions on Disciplinary Construction of Fundamental Rural Party Organizations in the New Era —— Survey based on the Three Towns in Hubei

加强纪律建设,是新时代农村基层党组织全面从严治党的治本之策,直接关系党的执政基础牢固与否。通过调研湖北仙桃、英山、大悟所辖三个乡镇后发现,近年来,农村基层党组织纪律建设取得了较大成绩,但由于新时代面临着日益复杂的执政环境,仍存在着部分基层党员干部底线意识较薄弱、原则意识有待加强、贪污腐败比较突出、群众意识有待提升等问题。为此,必须加强农村基层党组织以及广大党员的纪律教育、创新教育,完善制度体系,狠抓支部建设,发展农村经济,从而夯实党的执政基础。

Strengthening discipline construction is the essence policy for the fundamental rural party organizations in the new era to strictly manage the party.It directly relates to the firmness of the party ruling.Based on the investigating of the three towns under the jurisdiction of Xiantao,Yingshan and Dawu of Hubei Province,it was found that,during recent years,the fundamental party organizations in rural areas have made great achievements,but due to the increasingly complex ruling environment in the new era,some certain problems are also existing in the fundamental party members:bottom line awareness of the CPC members and cadres is weak,the principle consciousness needs to be strengthened,corruption is relative serious,and the awareness to the mass needs to be improved.Therefore,it is necessary to strengthen the discipline education and innovative education of fundamental rural party organizations and the majority of party members,improve the institutional system,pay close attention to the construction of the party branches,and develop the rural economy in order to consolidate the party's ruling foundation.
