精准扶贫政策执行中组织运行的创新与完善——基于信阳市大别山革命老区的调研

Innovation and Perfection of Organization Operation in the Implementation of Targeted Poverty Alleviation——A Survey Based on the Dabie Mountain Revolutionary Base Areas

2013年习近平总书记"精准扶贫"概念的提出以及2015年以来中共中央一系列精准扶贫政策的相继推出,为各地精准扶贫政策的有效执行奠定了基础。中国的精准扶贫政策在执行中体现出跨级别、跨区域、跨领域的全方位组织运行特点。实践证明,西方政策执行理论并不能解释中国精准扶贫政策执行组织有效运行的问题。而"三跨"式的组织运行模式源于中国特有的国情,并且体现了政策执行组织有效运行的创新。可以从强化组织的统领性、沟通的有效性、人员激励的可行性以及保证原本各自组织的正常运行四个角度去进一步完善这种"三跨"式运行模式。

Targeted poverty alleviation proposed by General Secretary Xi Jinping in 2013 the series of policies thereafter in 2015 have laid a foundation for its implementation in various regions,which is omnibearing.Practical experience has proven that while western theory of policy implementation cannot be used explain the effective operation of China’s targeted poverty alleviation policy,this omnibearning way originates from China’s unique national conditions,embodies innovation in efficient operation of policy.Therefore it can be perfected from four aspects:leadership reinforcement,effective communication,feasibility of staff motivation and guarantee of proper functioning.
