河北省地方政府规模影响因素实证分析

Empirical analysis on the Scale of Local Government in Hebei Province

以河北省地方政府为对象,选取2002-2015年的数据,利用回归模型,从经济、政治和社会三个方面对影响河北省地方政府规模的因素进行实证分析。研究发现,河北省地方政府规模受综合因素影响,其中老年人比重、财政依存度和人均GDP与政府规模是正相关关系,财政支出端、收入端分权和县均人口与政府规模是负相关。根据各影响因素与政府规模的关系及影响程度,对优化河北省地方政府规模提出针对性建议:河北省地方政府应通过深化财政改革、转变政府职能、构建扁平化政府级次来控制政府规模。

Take the local government of Hebei Province as the analysis object,select the data from 2002 to 2015,and use the regression model to empirically analyze the factors affecting the scale of local government in Hebei Province from economic,political,and social aspects.The scale of local government is affected by comprehensive factors.Among them,the proportion of old people,fiscal dependency and GDP per capita are positively related to the size of government.The fiscal expenditure end,income decentralization and county population are negatively related to the size of the government.According to the relationship between the influence factors and the scale of the government and the degree of influence,put forward some suggestions on optimizing the scale of local government in Hebei province.The local government of Hebei province should deepen the financial reform,change the government functions and construct a flat government order to control the scale of the government.
