公众媒体参与下食品安全监管策略演化研究

Research on Evolution of Food Safety Supervision Strategy under the Public Media Participation

在既有研究提出食品安全由政府和企业协同监管的基础上,引入公众媒体这一监管力量,构建公众媒体参与监管下食品企业与政府行为动态的演化博弈模型,探讨食品安全监管策略演化动态,同时数值仿真模拟不同参数下食品安全监管的演化均衡策略。研究发现:政府监管成本、对违规企业的惩罚力度以及食品企业的生产成本显著影响着政府与食品企业的食品安全监管策略选择;公众媒体对食品安全事故的曝光和披露能够有效威慑企业,约束企业的生产行为;公众媒体监管职能的发挥有利于提高政府监管的效率,降低其监管成本。因此,食品安全监管社会共治体系的建立既需要政府和企业设计有效的奖励与约束机制,更需要公众媒体的深度参与。

Based on the existing research on social co-governance of food safety supervision,through the introduction of public media,this paper constructs the evolutionary game model of food enterprises and government behavior dynamics under the public media participation and explores the evolution of food safety supervision strategy in food enterprises and government supervision departments.At the same time,this paper simulates the evolutionary equilibrium strategy of food safety supervision under different parameters by numerical simulation.The research results show that:Government supervision costs,the penalties for illegal enterprises and the production costs of food enterprises significantly affect the government and food enterprises food safety regulatory strategy;Public media exposure to food safety incidents can effectively deter enterprises and restrict the production behavior of enterprises;The function of public media supervision is conducive to improving the efficiency of government regulation and reducing regulatory cost.Therefore,the establishment of food safety supervision social co-governance system requires the design of effective incentives and restraint mechanisms for governments and enterprises,and the deeper involvement of the public media.
