规避风险视角下的移民安置地选择意愿研究——对新疆X电站移民安置案例的考察

A Study of the Willingness to Choose the Resettlement Site from the Perspective of Risk Avoidance: Investigation into Resettlement Cases of X Power Station in Xinjiang

运用安全经济学的视角对移民的迁移意愿进行分析发现,移民并不完全是"理性经济人",他们不是追求经济利益的最大化,而是努力规避风险,追求风险的最小化。在新疆X电站移民安置案例中,移民出于对规划安置地经济收益、生计方式转换和文化传统维持的忧虑,而选择就近安置。在今后的移民安置实践中,要探索推进政府、企业和移民广泛参与沟通机制的构建。

By analyzing their migration intention from the perspective of safety economics,it is found that migrants are not entirely“rational economic men”,who do not pursue the maximization of economic interests but the minimization of risk avoidance.In the resettlement case of X power station in Xinjiang,migrants chose to settle nearby because of the worries about the economic benefits,livelihood pattern and the maintenance of cultural traditions in the planned resettlement areas.In the future resettlement practice,we should explore and promote the government,enterprises and migrants to fully participate in the communication mechanism.
