The use of coercive means is easy to cause casualties and the factors behind are very complicated in the process of police law enforcement.In order to reduce the casualty rate,do the injury prevention work in advance,this paper closely combines the reality of police law enforcement with the concept of risk management,carries on the systematic research on the risks and proposes the risk index and the methodical system of personal security in the process of law enforcement,thus effectively enhances the risk prevention and control of personal security in the process of law enforcement on the spot.
