“四一一”模式下会产学研合作建设知识产权强市路径研究

在知识经济时代,知识是最易转化为现实生产力的力量。知识产权的创造、运用、保护和管理都需要完整的体系及合理的运行机制。会产学研合作互惠,即行业协会(学会)、企业、高校、科研机构建立一种"优势互补、风险共担、利益共享、共同发展的正式但非合并的合作关系",以行业协会(学会)为平台,彼此的创新点、人力资源、科研资金等交流共享,完成知识的转移、整合与创造,最终达到科研成果共享,将科研机构等的研究成果应用于企业的实际生产。在此基础上,建设具体的会产学研合作机制,由"问题库"、"种子库"、"智库"、"典型案例库"、"专利共享池"、"融资平台"组成"四一一"模式,形成完整的知识产权链。试运行证明,该机制可持续运行,并通过进一步完善可形成良性循环。

In the age of knowledge economy,knowledge is power that is most easily converted into actual productivity.A systematic and scientific mechanism for knowledge creation,utilization,production and management is essential to intellectual property.This paper,thus,aims to develop an institute-industry-university-research collaboration,in which all parties advantages are made use of,risks and interests are shared.This is a formal but non-combinational cooperation aimed at joint developments.This mode takes trade association as a platform,on which all the innovative ideas,human resources,research funds can be shared.Knowledge is then transmitted,integrated and created.Research fruits of research institutions are thus ready for enterprises to use in practice.This is the model for institute-industry-university-research collaboration,which is a complete chain of intellectual property right called“411”pattern involving“question bank”,“seed bank”,“think tank”,“typical case base”,“patent pool”and“financing platform”.The mechanism is proved to be feasible.
