应急志愿者组织规范化运营现状、困境及其出路

Current Operation Status,Predicament and Outlet of Emergency Volunteer Organization

全球重大灾害频发的背景下,中国应急志愿者组织规模、数量及种类激增,然而其运营遭遇瓶颈限制,组织管理效率低下、对救灾效果产生诸多不理想的问题,建立消减不良后果的策略愈发迫切。开展此项研究有助于摈弃以往对应急志愿者组织"重建轻管、重建轻用"的思维,为丰富和发展应急志愿者组织运营管理理论与方法打下基础,同时也为应急志愿者组织运营的科学管理提供理论和技术支持。

Under the background of frequent global major disasters,the number,size,and types of China’s emergency volunteer organizations have surged.However,their operations have encountered bottlenecks,such as low organizational management efficiency,and many unsatisfactory problems in the effectiveness of disaster relief.Therefore,it is urgent to build the strategy for reducing adverse consequences.This research helps to abandon the previous thinking of“focusing more on construction than management and use”for emergency volunteer organizations,and lays the foundation for the enrichment and development of operational management theories and methods of emergency volunteer organizations,and also provides theoretical and technical support for scientific management of emergency volunteer organization.
