基于双重预防机制化工安全管理创新模式

The Research of a New Chemical Safety Management mode Based on the Double Prevention Mechanism

应用调查统计及文献综述法探讨化工企业双重预防机制安全管理体系的创新模式,研究了化工企业生产特点、化工安全管理现状及化工企业双重预防机制建设过程中存在的问题,依据双重预防机制的特点及建设要求,对比分析典型的现代安全管理模式,发现并提出以"一个目标、一套体系、两道防线、四个原则、五项落实为核心"的"11245"创新型安全管理模式。结果表明:该管理模式符合化工企业安全管理体系建设要求,有助于化工企业科学、有效构建双重预防机制,遏制重特大事故发生。

The innovation safety management model of the double prevention mechanism system for the chemical enterprises was studied by the application of survey statistics and literature review analysis methods.The characteristics of chemical industry,the status of chemical safety management and the existing problems in the construction process of the double prevention mechanism of chemical enterprises were investigated.According to the characteristics and construction of the dual prevention mechanism,as well as by comparing and analyzing the typical modern safety management modes,a“11245”innovative security management model was proposed,with“one target,one system,two lines of defense,four principles,and five implementation”as the core content.The results indicate that using the“11245”management model,the construction requirements of the safety management system for the chemical enterprises can be conformed,leading to a scientific and effective double prevention mechanism construction,which was conductive to curbing the occurrence of serious accidents.
