深度贫困地区妇女反贫困的逻辑路径探析——基于社会性别视角的分析

Analysis on logical path of women′s anti-poverty in povertystriken areas from gender perspective

贫困问题一直是中国政府非常关注的重要问题之一。2012年以来形成的精准扶贫战略,对进一步解决我国贫困问题,实现共同富裕和全面建成小康社会具有重要意义。通过实地调查发现,当前所推行的精准扶贫策略,虽实现了以"家"、"户"为单位的精准帮扶,但对家庭内部的性别不平等关注仍然不足。在基层实践中,发展项目的参与和帮扶措施的制定仍以男性为中心,妇女处于从属地位,贫困决策与发展需求的满足均未纳入社会性别意识。基于此,从社会性别视角反思当前的反贫困策略,并提出深度贫困地区妇女反贫困的可行路径。认为应该更加关注女性的人文贫困,改善家庭内部的结构性贫困;瞄准贫困妇女的发展需求,制定具有针对性的精准帮扶政策;强调妇女发展的主体地位,保障深度贫困地区妇女发展的权益。

The poverty problem has been one ofgreat concern to Chinese government.The targeted poverty alleviation strategy formed since 2012 is of great significance for further solving the poverty problem,realizing common prosperity and building a well-off society in an all-round way in China.Through the field investigation,we found that the current implementation of the"targeted poverty alleviation strategy",ignore the gender equality within the family.This paper reflects on the current anti-poverty strategy in deep poverty-stricken areas from the perspective of gender,and proposes the feasible way for women in ethnic minority areas to combat poverty.
