公共治理视阈下小城镇韧性发展研究

Research on the resilient development of small townsin the view of public governance

小城镇之路是国家新型城镇化的重要空间战略,良好的公共治理秩序是小城镇韧性发展的保障。当前小城镇公共治理格局下规划不科学、公共服务供求不匹配、市场竞争低效、社区组织松散导致"社会——生态"系统的工程、社会、经济、社区等脆弱性危机,影响小城镇韧性发展。从现代公共治理逻辑入手,认为多元治理主体角色错位、越位、缺位,社会资本公共价值租值耗散是症结所在。厘清小城镇公共治理中多元主体角色边界和合作关系,提出小城镇韧性发展路径,是推进新型城镇化、培育乡村振兴增长极、实现全面小康的重要方面。

To develop small towns is an important spa strategy of new urbanization in China,and good public governance order is the guarantee for small towns'resilience development.At present,the unscientific planning,the mismatch of the supply and demand of public services,the low efficiency of the market competition and the loosening of the community organization lead to the vulnerability crisis in the"society-ecology"system of engineering,society,economy,and community,affecting the resilience of small towns.With the modern public governance logic,the paper argued that the crux is the misplaced,offside,and absent main role of multiple governance and the dissipation of the public value of social capital.It proposed clarifying the role boundary and cooperative relationship in the public governance of small towns and designing the resilience development path to promote new urbanization,cultivating the rural revitalization growth pole and achieve a comprehensive well-off society.
