Structural Reforms of Agricultural Supply Side:Theoretical Logic and Decision Thinking

农业供给侧改革是农业生产力与生产关系的重大变革,不仅仅是结构性改革,同时也是功能性改革和组织性改革。从宏观经济分析框架入手,阐述农业"需求侧"与"供给侧"的相互关系,以科斯参照系替代新古典的阿罗-德布罗参照系,初步提出现代农业生产-供给体系理论;重新认识现代农业,尝试性地提出现代农业的"三维系统"理论,从学理上基本厘清了供给侧结构性改革的理论逻辑。研究认为,农业生产-供给系统是"生产要素+技术+组织形式+制度安排"的有机综合体。据此提出农业供给侧改革决策的一个核心是思维创新,两个关键是科技创新和制度创新。

The agricultural supply-side reform is a major change in the agricultural productivity and production relations,which is not only a structural reform,but also a functional reform and organizational reform.Starting from the macroeconomic analysis framework,this paper expounds the relationship between“demand side”and“supply side”of agriculture.By replacing the neoclassical Haro-Debraux reference frame with the Coase reference frame,this paper puts forward the supply system theory of modern agricultural production.Moreover,it re understands modern agriculture,and tentatively puts forward the“three dimensional system”theory of modern agriculture,and it finally theoretically clarifies the theoretical logic of supply-side structural reform.The result shows that the agricultural production supply system is an organic synthesis of“production factor+technology+organization form+system arrangement”.Therefore,this paper proposes that the core of agricultural supply-side reform is thinking innovation,and the two keys are technological innovation and institutional innovation.
