湖南澧县河湖水网连通生态水利工程建设实践探讨

Practice of building ecological-friendly river-lake water network in Li County of Hunan Province

水是生态环境的控制性要素,水生态文明建设是生态文明建设的核心组成部分。澧县河湖水网连通生态水利工程,采取政府和社会资本合作(PPP)模式确保项目建设资金来源,通过治污,同时对规划区内河水系(河、湖、库、渠)进行连通整治,改善水环境。分析了澧县水环境现状及面临的问题,介绍了综合治理的保障措施,从水资源配置、水环境保护与修复等方面阐述对水生态文明建设起到的作用。

Water is regarded as control element of eco-environment and water ecological civilization construction forms a key part of ecological civilization construction.During the construction of ecological-friendly river-lake water network in Li County,Public-Private Partnership(PPP)model was adopted in order to ensure project funds.With mitigation measures for pollution control and connection of inland river system(river,lake,reservoir and canal)in the planned areas.Based on analysis of water environment conditions and challenges,safeguarding measures for integrated governance are worked out,especially the roles of water allocation and water environment restoration for the realization of water ecological civilization construction.
