高邮市节水型社会建设综合评价研究

Comprehensive evaluation of water-saving society construction in Gaoyou City

江苏省高邮市本地水资源量和过境水资源量相对丰沛,开展以节水减污为核心的节水型社会建设具有重要意义。在充分分析高邮市水资源概况的基础上,深入研究节水型社会建设情况,建立起高邮市节水型社会建设综合评价指标体系,用AHP—模糊综合评价模型对该市节水型社会建设的综合水平、节水效率、节水管理和节水保障进行定量评价。结果表明,2015年高邮市节水型社会建设处于良好阶段,通过全面开展节水型社会建设,预计到2020年高邮市节水型社会建设可达到优良阶段。

Gaoyou City in Jiangsu Province has abundant local and transboundary water resources.It has great significance to focus on pollution reduction as a way of water conservation.With full evaluation of water resources conditions in the city,a comprehensive evaluation indicator system has been built for the establishment of water-saving society.The Analytic Hierarchy Process(AHP)-Fuzzy Synthetic Evaluation Model has been employed to make quantitative evaluation of water use efficiency and water-saving level.The results demonstrate that the Gaoyou City was in a good stage in 2015 and will reach to excellent stage in 2020 during the initiation of water-saving society establishment.
