新发展理念下继续深化水利国有企业改革的几点思考

Implication of deepening reform of state-owned water enterprises under the new development philosophy

我国国有企业改革已走过30多年历程,党的十八大以来国家提出一系列深化国企改革的要求和措施,水利国企改革层层推进取得了一定成果,但在监管模式、产业布局、战略定位、盈利能力等方面都存在较大提升空间。分析了新发展理念对深化水利国企改革工作的指导意义,针对深化水利国企改革工作中的问题和挑战,提出促进水利国企整体健康发展的改革措施建议。具体包括:完善企业法人治理结构,全面建立现代企业管理制度;优化产业布局,聚焦主业,瘦身健体;明确企业战略目标,制定清晰发展规划;实行分类改革管理,优化资源配置等。

reform of state-owned enterprises has been carried out for over 30 years.Since the initiation of deepening the reform of state-owned enterprises by the 18th National Congress of Chinese Communist Party,achievements have been made in the water sector,but improvements are needed regarding monitoring mode,industrial layout,strategy positioning,and capacity to earn profits.Specific measures are proposed for a healthy development of water enterprises based on analysis of new development philosophy and challenges,including clarifying legal persons,establishment of modernized management system,optimization of industrial layout,focusing on main business and streamlining of institutions,defining strategic goals and making development plans,carrying out classified reform and management and optimizing resource allocation.
