境外食品安全责任保险现状及对我国的借鉴

Current status of foreign food safety liability insurance and its reference for our country

食品安全是关系最广大人民的民生工程,食品安全责任保险是食品安全管理的重要工具。本文介绍了美国、德国、日本和我国台湾地区的食品安全法律体系、监管体系和食品安全责任保险运作情况,针对我国现阶段食品安全责任保险覆盖率低,在食品安全管理体系中作用不足等问题,提出了建设我国食品安全责任保险体系的系统方法,包括推动食品安全强制责任保险立法、通过费率杠杆促进食品企业强化安全管理,引导保险企业提供专家服务等。

Food safety is a major concern impacting most people′s daily life.Food safety liability insurance is an important tool of food safety management.In this paper,food safety legal system,supervision system and food safety liability insurance operation status of USA,Germany,Japan,Taiwan(China),are investigated.In the face of current problems in our country,such as low coverage of food safety liability insurance,lack of effectiveness in food safety management system,a systematic methodology is proposed to construct food safety liability insurance system of our country,including legislation to promote liability insurance for food safety,promoting food enterprises to strengthen safety management through rate leverage,guiding insurance companies to provide expert service,etc.
