政府在社会信用体系建设中的作用分析

The Role of Government in the Construction of Social Credit System

社会信用体系是一套社会管理机制,它有机地整合了社会的各界力量,使之变成统一的整体。同时也对守信行为给予表扬,对失信行为进行惩罚,使社会信用水平得到全方位的提高,从而能够让社会经济秩序稳定,市场经济正常运行和发展。政府在社会信用体系建设中起到表率、规范、奖惩等独特作用。但现阶段我国政府在社会信用体系建设过程中存在一些问题:政府信用缺失、信用法制建设缓慢、信用信息开放度不高、缺少相关的法律保障等。我国政府可以利用建立健全相关法律法规、促进信用数据对全社会开放等方法来支持社会信用体系建设,进而发挥政府的关键性作用。

Social credit system is a set of social management mechanism,which integrates all social forces organically and makes it a unified whole.Meanwhile,it also gives praise to trustworthy behavior,punish dishonest conduct and improve the social credit level comprehensively,so as to keep a stable social economic order,the normal operation and development of market economy.The government plays a unique role of model,standard,rewards and punishing in social credit system.However,there are problems for our government in the construction of social credit system now:lack of government credit,slow credit legal system construction,insufficient information openness and lack of relevant legal protection.The government can support the construction of social credit system by establishing and improving relevant laws and regulations and promoting the publicity of credit data for playing a key role of the government.
