网络社会视阈下完善居民参与社区治理的途径研究

The Study on the Way to Improve Residents' Participation in Community Governance from the Perspective of Network Society

网络社会是建立在新信息技术基础上的相互联结的新的社会形态,新的社会形态不仅给基层社区带来新变化,同时也给居民参与社区治理带来诸多挑战。基于网络社会视阈下居民参与社区治理的挑战及成因分析,提出了完善居民参与社区治理的具体途径。即加强社区建设,推进社区治理普遍合作;应用数据研判,强化社区自治功能;增进社会认同,提高公民参与社区治理的动力;创新社区治理方式,提升社区治理水平。

Network society is a new interconnection social form based on new information technology.This new social form not only brings new changes to the grass-roots communities,but also brings many challenges to the participation of residents in community governance.Based on the analysis about challenges and causes of residents’participation in community governance under the network social threshold,this paper puts forward the countermeasures to improve residents'participation in community governance,namely,strengthening community construction and promoting general cooperation in community governance;applying data judgment and enhancing the function of community autonomy;promoting social identity and increasing the motive force of residents participation in community governance;innovating the way of community governance and raise the level of community governance.
