欧盟应对难民危机的边防措施研究

Study on EU Border Control Measures against Refugee Crisis

欧盟申根国家取消边界管控,使得外部边界成为抵挡威胁的唯一防线,同时也使欧盟边防部门在维护整体欧盟安全中扮演着极其重要的角色,不断恶化的难民危机首先要求欧盟边防部门积极应对。在分析难民危机对欧盟产生的消极影响基础上,提出欧盟应对难民危机的边防措施:加强外部边界管控、强化非法移民遣返力度、在边界国家建立难民安置点、加强与相关国家的边防合作、成立欧洲边境与海岸警卫队和加强难民问题研究。欧盟边防部门只有秉承"疏通"的思想,才能确保难民危机的良性解决。

European Union Schengen countries abolish border control,making the external border the only line to resist threats and offering EU border departments an extremely important role on safeguarding security.The deteriorating refugee crisis requires EU border departments to respond actively.Based on the analysis of the negative impact of the refugee crisis,this paper contends that EU border departments should apply following measures:strengthening control on external border,reinforcing strict policies to return illegal immigrants,setting up refugee resettlement places in bordering countries,strengthening cooperation with countries concerned,establishing European Border and Coast Guard and making more efforts to study refugee issues.EU border departments should bear in mind that“block”is not a good idea,facing refugee issues and helping refugees are the only ways to solve refugee crisis.
