警卫视角下“独狼”式恐怖袭击特点及防范对策探析

"独狼"式恐怖袭击作为一类传统、特殊的恐怖袭击方式,在信息时代下逐渐演变为恐怖主义实施破坏活动的主流趋势。"独狼"分子具有动态难掌握、身份难识别、危害难控制等特点,要想对"独狼"式恐怖袭击威胁采取行之有效的管控,警卫部门就必须牢牢把握杜绝"独狼"分子产生、避免"独狼"式恐怖袭击发生以及袭击发生后危害减免等关键环节。在警卫视角下应对"独狼"式恐怖袭击,警卫部门要从孕育"独狼"分子的源头监控入手,从既有安保制度的优化方面下工夫,从"独狼"式恐怖袭击发生时警卫应急处突能力提升上想办法。

As a special kind of terrorist attacks,lone wolf"attack is gradually becoming a mainstream terrorist activity in the information age.It is difficult to track down the whereabouts of lone wolves,identify them,and control the consequences of their actions.This article contends that VIP protection authorities shall attach importance to the motivation analysis of lone wolf terrorism,preventive measures of lone wolf attacks and post damage mitigation so as to effectively bring“lone wolf”attacks under control.Efforts shall be made in terms of monitoring the source of**lone wolves",optimizing VIP protection system and building up VIP protection personnel's disposal capability under terrorist attacks.
