地方政府绩效评估结果应用困境及改进对策——基于A省的调查资料

On the Dilemma and Improved Responses of Application of Local Government Performance Evaluation Results: Based on the Survey Data in A Province

基于一对一深度访谈获得的第一手文本资料,从普通公务员感知视角,对我国地方政府绩效评估结果应用面临的困境研究发现,地方政府绩效评估结果应用在结果环节和应用环节都存在不同程度的形式化和局限化,更缺乏专门的法规制度对其提供保障。完善地方政府绩效评估结果应用需要:地方政府重塑公意、科学和服务理念,完善绩效评估内部建设;国家出台专门法,为绩效评估提供外部保障。

Based on the first-hand data obtained from the one on one in-depth interview,the application dilemma of applying the results of local government performance evaluation was explored from the perspective of ordinary civil servants'perception.The study found that local government performance evaluation is formalized and limited in both results and application,and which is also lack of specific regulations and institutions to protect it.In order to improve the application of local government performance evaluation results,local governments need to reinvent the concept of general will,science and service,and improve the internal self-construction of performance evaluation.The state should introduce special laws to provide external guarantee for performance appraisal.
