市地整治之德日韩经验及其借鉴意义

Experience and enlightenment of land consolidation in Germany, Japan and Korea

市地整治在国外已被广泛应用于城市规划和建设,并被实践证明是优化城市用地结构、改善城市生态环境、提升城市功能品质的重要手段。本文以德国、日本和韩国为代表,在分析总结其市地整治经验的基础上,从组织管理方式多元灵活化、权属调整规则明细化、资金筹集渠道多样化以及提高公众参与度等方面对我国市地整治工作提出建议,以期为促进新型城镇化建设提供借鉴。

In foreign countries,urban land consolidation has been widely used in urban planning and development.This overseas practice has proven that urban land consolidation is an important means of optimizing urban land use structure,improving urban ecological environment,and enhancing the quality of urban functions.This study selected Germany,Japan,and South Korea as representatives,and analyzed the experience of land renovation in these countries.Based on this,the paper provides some suggestions from the aspects of pluralistic and flexible organization management,pluralistic activation,detailed regulation of land use rights,diversification of fund raising channels,and the improvement of public participation.This is highly significant in promoting the development of new urbanization in our country.
