做好推进乡村振兴战略的规划工作,是推进乡村振兴高质量发展的重要基础工程。国家乡村振兴规划应该是各部门、各地区编制乡村振兴规划的重要依据和具体指南,不仅为我们描绘了实施乡村振兴战略的宏伟蓝图,也为未来五年实施乡村振兴战略细化,实化了工作重点和政策措施,部署了一系列重大工程、重大计划和重大行动。结合以往经验,科学编制和实施乡村振兴战略规划,需要注意发挥国家规划的战略导向作用、提升规划的战略思维、丰富网络经济视角,把编制规划作为撬动我国体制机制改革深入推进的杠杆、加强规划精神和典型经验的宣传推广。

Planning for promoting rural revitalization strategy is an important foundation project to promote the high-quality development of rural revitalization.The national rural revitalization plan should be an important basis and specific guide for various departments and regions to compose the rural revitalization plans.It not only describes the grand blueprint for implementation of the rural revitalization strategy,but also refines the strategy of Rural Revitalization in the next five years,emphasizes work focus and policy measures,and deploys a series of major projects.According to the previous experience,in order to scientifically compile and implement the rural revitalization strategic plan,we should pay attention to the strategic guiding role of national planning,enhance the strategic thinking of planning,enrich the perspective of network economy,and use the planning as a lever to promote the reform of the institutional mechanism and strengthen the promotion of the spirit and typical experiences.
