面对国内垃圾堆积严重的情况,国家对解决固废环境污染问题提出了新要求,全面禁止进口"洋垃圾",并鼓励再生资源行业以国内固废资源代替进口资源,因此,环卫系统和再生资源系统的"两网融合"也应运而生。总结了国内再生资源行业现状以及生活垃圾产生、堆积情况,分析了我国前端垃圾分类处理及后端利用存在的问题,阐述了实施"两网融合"的必要性和优势,并指出了"两网融合"的实施关键和发展建议。

Considering the solid waste accumulation,China issued a solid waste import prohibition.Meanwhile,the government encourages recycling companies to use domestic solid waste as substitutes.Therefore,a combination of sanitation system and resource recycling system is in urgent need.This action may solve the waste accumulation in China and provide raw materials for recycling companies.This paper summarized solid waste accumulation situation in China,and discussed the feasibility of the combination.Finally,a systematic suggestion was present for measure innovation in China.
