"四好农村路"承载着为"重塑城乡关系,走城乡融合发展之路"提供支撑的重任。一分建设九分养护。在建制村村村通公路的当下,管好、护好、运营好农村路仍存在管护绩效不高、管护资金不足,特别是灾后公路损毁难以及时高效组织资金进行抢修等现实困难。浙江丽水引入市场机制,积极探索"四好农村路"财产保险机制,有效推动了养护需求和养护供给的平衡,形成了可复制的模式和保障机制。

The quadruple A rural roads,the rural roads that are well constructed,managed,maintained and operated,provide important scaffolds for reshaping the relationship between urban and rural areas and promoting their integrated development,and a good maintenance plays an extremely important role in ensuring the good conditions of the roads.However,there still exist in reality the issues of low management performance and inadequate funds,especially when urgent repairs are needed after major disasters.Lishui Municipal Government of Zhejiang introduced the market mechanisms by actively exploring the application of property insurance.The practice effectively promoted the balance of maintenance demand and maintenance supply,and developed into a replicable mode and guarantee mechanism.
