浅谈铁路建设项目技术标的编写方法及技巧

Talking about the Methods and Techniques of Writing Technical Standards for Railway Construction Projects

进入21世纪以来,既有铁路大规模提速及客运专线、高速铁路、国家铁路等工程建设的力度持续加大。在市场经济体制下,施工单位必须通过投标并中标才可以参与国有资金投资的工程建设。铁路建设项目投标性施工组织设计(简称技术标)文件既能体现施工企业的施工能力,同时也是报价的基础文件,与报价标相辅相成,相互支撑。本文结合当前铁路建设项目招标的特点,简要介绍其技术标的编写方法及技巧,以期为从业人员提供借鉴。

Since the beginning of the 21st century,the speed of large-scale acceleration of existing railways and the construction of passenger dedicated lines,high-speed railways,and national railways have continued to increase.Under the market economic system,the construction unit must participate in the construction of state-owned capital investment projects by bidding and winning the bid.The bidding construction organization design(referred to as the technical standard)document of the railway construction project can not only reflect the construction capacity of the construction enterprise,but also be the basic document of the quotation,complement each other with the quotation bid,and support each other.This article combines the characteristics of the current tender for railway construction projects and briefly introduces the methods and techniques for the preparation of technical standards so as to provide reference for practitioners.
