保障性住房PPP项目绩效评价指标体系研究

在我国,PPP项目绩效评价还处于起步阶段,各行业急需构建科学合理的PPP项目绩效评价指标体系,以推进PPP项目发展。本文通过对保障性住房PPP项目全生命周期各项绩效评价内容的深入研究,针对项目特点,全面选取评价指标,采用层次分析法、专家调查法给出指标权重,准确设置具有操作性的评价标准,建立了具有行业针对性、科学性、完整性的保障性住房PPP项目绩效评价指标体系,可直接应用于保障房PPP项目各阶段各层级的绩效监测或总体评价中。

In China,the performance evaluation of PPP project is still in its infancy.A scientific and reasonable performance evaluation index system of PPP projects needs to construct in various industries in order to promote the development of PPP projects.Based on the in-depth study of all performance evaluation contents of the whole life cycle of the PPP project,this paper selects the evaluation index according to the characteristics of the project,uses the analytic hierarchy process and the investigation method to give the index weight,and sets up the operational evaluation standard accurately.The performance evaluation index system of the indemnificatory housing PPP project can be directly applied to the performance monitoring or overall evaluation of all levels of the indemnificatory housing PPP project.
