党的"十九大"报告提出"坚定实施创新驱动发展战略,加快建设创新型国家,建立以企业为主体、市场为导向、产学研深度融合的技术创新体系,促进科技成果转化"的创新驱动发展战略,加快科技创新为引领的全面创新发展,促进产业转型升级。长沙市为全面实施国家创新驱动发展战略,启动了长沙科技城规划设计。文章在分析其现状的基础上,建立"创新产业、灵动形态、品质环境"的规划框架,构建以"环高校知识经济圈、军民央地融合产业园"为抓手的创新产业体系,营造"内城外镇、智库微丘"的空间形态,塑造"超级绿环、趣园乐街"的公共空间,打造一个山城互融、产城融合的智库新城,以期为类似科技城的规划设计提供参考。

Innovation driven development has become a theme in socio-economic development since the 19th NCCPC.In order to implement innovation strategies,Changsha city carried out urban design of science and technology park of Changsha.Based on an analysis of status quo,the plan establishes an innovated industry,space,environment framework,sets up an industrial system that includes peri-university knowledge economy circle and military-civilian collaborated innovation port,creates city,town,think tank integrated spatial structure and a green ring,fun street public space system,and builds city-mountain integrated,city-industry integrated think tank new city.
