摘要
在城乡规划"全域管控"和"多规合一"背景的要求下,风景名胜区用地分类在实际应用中存在一定的不适应性。如何在明确保护风景名胜区土地资源的同时,综合考虑其与城乡用地分类和土地利用分类的衔接,是保障风景名胜区可持续发展的重要部分。风景名胜区用地分类调整应着眼于风景资源保护的根本目的和实际管理面临的困难,加强风景游赏用地的适用性和游览服务设施用地的对应性,协调城乡规划与土地利用规划的用地分类,从而切实提高风景名胜区用地分类对土地管理的指导性和可操作性。
In the context of the overall regional management and multiple-plan integration of urban and rural planning,the land use classification has brought about the particular inadaptability.It is an essential part to ensure sustainable development from definitely land resources preservation for scenic area while taking general concerning on the link with land use classification and classification of urban and rural land use.The adjustment of land use classification for scenic area should set up the fundamental aim for landscape resource and the difficulty of practical management.On this basis,from the perspective of strengthening the applicability of the scenic area and the land corresponding of landscape tour and service facilities,and combining with the land use classification of urban-rural planning and land use planning,it is useful to improve the land management guidance and maneuverability efficiently.
