流域水环境保护管理存在问题及对策

Problems and countermeasures of basin water environmental protection management

本文主要研究流域水环境保护管理工作中存在的三个问题,包括相关法律体系不完善、"多龙治水"管理职责交叉不清和保护管理资金投入较少,并提出完善相关法律体系、纵观全局,明确责权、加强对管理工作的资金支持和让群众参与保护管理流域水环境的解决措施。

This paper mainly studies the three problems existing in the management of water environment protection in river basins,including the imperfection of relevant legal systems,the unclear management responsibilities for“multi-draft water management”and the limited investment in protection and management funds.It also proposes to improve the relevant legal system,review the overall situation,clarify the responsibilities and powers,strengthen financial support for management work,and allow the public to participate in the protection and management of the basin water environment.
