摘要
深入剖析了机构改革给规划行政主管部门带来的影响和新要求,分析了宁德市总工办角色定位和角色实践差距,拟在未来自然资源系统保留总工办的情况下,对总工办技术管理工作的转变和提升给出了4点建议,即:优化职能结构,实现"政事分工";界定权限范围,转变职能履行方式;转变管理理念,突出"以人为本,为民服务";建立规划专家咨询委员会,提高规划公示透明度。
This paper analyzes the impact and new requirements of the organizational reform on the planning administrative department,and analyzes the role orientation and role practice gap of the General Office of Ningde city.Four suggestions were made for the transformation and upgrading of the technical management of the Office in the context of the future retention of the Office of the Chief Engineer of the natural resources system,namely:optimizing the functional structure and realizing the"division of government affairs";define the scope of authority and transform the way functions are performed;transform the management concept,highlight"people-oriented,serve for the people";establish expert advisory committee on planning to enhance transparency in the publicity of planning.
