习近平同志将塞罕坝精神高度概括为"牢记使命、艰苦创业、绿色发展",它是当代共产党员的精神坐标,是中国绿色发展的时代坐标,更是承德人实现生态强市魅力承德的强大精神动力。承德人必须大力弘扬塞罕坝精神,勇于担当、攻坚克难,在京津水源涵养功能区的定位下,实施乡村振兴战略、推进供给侧结构性改革,完成脱贫攻坚任务,实现承德生态强市的长远规划。

General Secretary Xi Jinping summed up the spirit of Saihamba highly as“Remember the mission,hard work,green development”.It is not only the spiritual coordinate of the current Communist Party members,the time coordinate of China’s green development,but also the strong spiritual motivation of the Chengde people to realize the aim of“an eco-friendly charm city”.Chengde must vigorously promote the spirit of the Sehanba,and take responsibility to overcome the difficulties to carry on the rural revitalization strategy and promote supply-side structural reform to fulfill the task of getting rid of poverty and realize the long tem plan of the city to satisfy its function of water conservation for Beijing and Tianjin areas.
