Russia's Strategy for the Development of Digital Economy and Policy Orientation

数字经济已经成为推动全球经济创新发展的重要力量。基于推动经济结构转型升级、赢得未来竞争主动的考量,俄罗斯政府将发展数字经济上升到国家战略高度,推出《俄联邦数字经济规划》。从当前情况看,俄罗斯数字经济虽然取得一定发展,但存在规模和增长速度总体偏低、数字鸿沟巨大、专业人员短缺、信息技术能力相对较弱、企业和居民对发展数字经济的准备程度不足等亟待破解的难题。为加快推动数字经济发展,俄罗斯主要聚焦于发展目标的确立、法律法规的完善、数字经济领域国家利益的坚守和相关机构的健全等。上述举措对夯实数字经济发展基础、推动经济数字化必将起到积极的推动作用。当然,俄罗斯在推进数字经济发展过程中亦将面临数字技术进口遭封堵、财政拨款能否到位、管理体系欠缺效率等压力。
