广西养老服务均等化协同治理机制研究

Research on the cooperative governance mechanism of the equalization of pension services in Guangxi

在广西人口老龄化形势日益严峻的今天,推动养老服务均等化的建设已是十分紧迫。然而,广西城乡二元结构的体制壁垒并未打破,城乡养老服务的发展严重失衡,在资金、机构配置、养老保险方面存在较大差距,阻滞了城乡发展一体化进程。面对这一困境,单纯依靠全能型政府社会管理模式已难以运筹。对此,文章以协同理论为基础,整合社会力量,构建城乡统筹的协同治理机制,形成多元主体良性治理局面,为破解养老服务供给难题提供新思路。

At present,with the increasing aging of population in Guangxi,it is urgent to promote the equalization of pension services.Nevertheless,the urban-rural dual structure in Guangxi has not been broken down,so the development of urban and rural old-age service is seriously unbalanced.There is a big gap in the fields of capital,institutional arrangement and endowment insurance,hindering the integration process of the urban and rural development.Faced with this predicament,it is difficult to continue to rely solely on the social management mode of omnipotent government.Therefore,in this paper,based on the synergetic theory,we should integrate social forces,and build a collaborative governance mode of supply entities,and form a benign governance situation of multiple entities,to solve the problems of providing services for the aged.
