垂管方式下环境监测质量体系的变化及对策

Changes of Environmental Monitoring Quality Management System under Vertical Pipeline and Countermeasures

基于十八届五中全会与中共中央就国民经济发展提出的要求,我国环保机构需要将垂直管理制度全面落实于环境监测、监察工作之中,这给我国环境监测部门既有的质量管理体系带来了极大的冲击,其不得不依据垂直管理制度要求对相关内容进行全面改革。基于此,本文从我国的环境监测质量管理现状着手,对其进行综述分析,并参考垂直管理方式的具体要求,论述其对既有质量管理体系的影响,最后立足于本次分析结果,就改善我国环境监测部门既有质量管理体系的相关措施提供建议。

Based on the requirements of the Fifth Plenary Session of the 18th Central Committee and the Central Committee of the Communist Party of China on the development of the national economy,China's environmental protection agencies need to fully implement the vertical management system in environmental monitoring and supervision,which gives China's environmental monitoring department an existing quality management system.It has had a great impact,and it has to carry out a comprehensive reform of relevant content in accordance with the requirements of the vertical management system.Based on this,this paper starts with the status quo of environmental monitoring quality management in China,summarizes and analyzes it,and discusses the impact on the existing quality management system with reference to the specific requirements of vertical management methods.Finally,based on the results of this analysis,we will provide suggestions for improving the relevant measures of the existing quality management system of the environmental monitoring department in China.
