基于公立医院社会责任视角下职工互助保障的实践探索

Practical Exploration of Workers' Mutual Aid Insurance from the Perspective of Public Hospital Social Responsibility

目的分析中国职工保险互助会北京办事处提供的相关数据,更好地说明此互助保障活动的作用,为进一步完善互助保保障活动提出相应的建议。方法以北京市某三甲医院为例,对2016~2017年度北京市属20家市属医院出险会员的数据进行分析,结合公立医院社会责任理论,对公立医院开展此项特殊活动的作用做了实践探索与经验总结。结果 (1)女工特殊疾病投保金额无显著差异,针对重大疾病投保,本院平均投保金额要大于全市平均投保金额,平均差异达到259元;(2)本院女工平均特殊疾病理赔金额与重大疾病平均理赔金额均显著高于其他北京市属医院的理赔平均值。结论公立医院开展的互助保障活动很有现实意义,在很大程度上解决了在岗女职工因病致贫的问题,具有很大的现实意义,值得在公立医院中做深入推广。同时,医院应继续加强对在职职工互助保险活动的宣传工作,加强信息化建设,便于更好的了解与掌握保险运行的状况,进一步做好在职职工的服务。

Objective To analyze the relevant data provided by the Beijing Federation of Trade Unions,to better explain the role of this mutual assistance activity,and to make corresponding suggestions for further improving mutual insurance.Methods Taking a top three hospital in Beijing as an example,this paper analyzes the data of the members of 20 municipal hospitals in Beijing from 2016 to 2017,and combines the social responsibility theory of public hospitals to practice the role of public hospitals in carrying out this special activity.Exploration and experience summary.Re?sults①There was no significant difference in the amount of special illness insurance for female workers.For major illness insurance,the average insured amount of the hospital was greater than the average insured amount of the city,but the average difference was only 259 yuan;②The average special illness compensation amount of female workers in the hospital was significant.The average claim amount of the disease was significantly higher than the average of the claims of other hospitals in Beijing.Conclusion The mutual aid protection activities carried out by public hospitals are of great practical significance.They have largely solved the problem of female workers being ill due to illness,which has great practical significance and is worthy of further promotion in public hospitals.At the same time,we should continue to strengthen the publicity work on the mutual help insurance activities of in-service employees,strengthen the construction of informatization,facilitate a better understanding and master the status of insurance operations,and further improve the services of in-service employees.
