中国的理论自信对非洲国际关系理论建构的借鉴意义

Implications of China's Theoretical Self-confidence for African International Relations Theory Construction

进入21世纪以来,非洲快速且持续崛起,但非洲不仅未被纳入主流国际关系理论,而且也严重缺乏自身系统的国际关系理论。导致这一现状的原因是多方面的。一方面,主流国际关系理论围绕文明程度、行为体和方法论设置了一系列标准,非洲被实质性地排斥在外或至少遭到全面贬抑,无法在主流国际关系理论中获得应有地位。另一方面,尽管拥有丰富的理论素材,但非洲明显缺乏理论自信,与改革开放以来中国建构自身国际关系理论的努力形成鲜明对比。因此,非洲有必要借鉴中国特色国际关系理论建构的经验,树立非洲的理论自信,推动非洲国际关系理论的建构,为国际关系理论的基本概念、理论体系和方法论发展作出全面贡献。中非各具特色的国际关系理论的建构与发展,可有效推动国际关系理论"去殖民化"的历史性进程。

Since the beginning of the 21st century,Africa has been rising rapidly and continuously,but Africa is missed in the existing mainstream international relations(IR)theory,meanwhile lacking its own systematic theory.Many factors contributed to this status quo.On the one hand,the mainstream IR theory sets a series of standards,including civilization,actor and methodology.Africa is substantially excluded from or discriminated in the mainstream IR theory,and Africa failed to gain its reasonable position in the mainstream IR theory.On the other hand,despite its abundant theoretical resources,Africa obviously lacks theoretical self-confidence,which is in sharp contrast to China’s efforts in constructing IR theory with Chinese characteristics since the reform and opening up in 1978.Therefore,it is necessary for us to learn from Chinese experience for establishing Africa theoretical self-confidence,promoting the construction of the African IR theory,and contributing to the development of the basic concepts,theoretical system and methodology of the IR theory.The construction and development of the IR theory with their own characteristics in China and Africa can effectively facilitate the historic process of“decolonization”of the IR theory.
