中国特色社会主义进入新时代,由于国内外形势正在发生深刻复杂变化,在多种因素影响下,党的执政能力面临诸多挑战,根据党的十九大报告中所强调的:"明确全面深化改革总目标是完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化。"[1]这就要求我们执政党还需要进一步提升执政能力、学习能力、组织能力、决策能力以及拒腐防变的能力,这几个方面是提升我们执政党执政能力和领导水平的关键。

The socialist with Chinese characteristics has entered a new era.Since both China and the world are in the midst of profound and complex changes,the governing capacity of the Party is facing many challenges under the influences of various elements.In accordance with what is emphasized in the report at the 19th CPC National Congress,"It makes clear that the overall goal of deepening reform is to improve and develop the system of socialism with Chinese characteristics and modernize China's system and capacity for governance."Our governing Party is required to further strengthen the capacities for governance,learning,organization,decision-making and anti-corruption.These respects are the key of strengthening our Party's governing capacity and leadership.
