政府投资决策责任追究制研究——从武大“短命”教学楼被拆说起

Research on the Accountability System of the Government in Investment Decision-making——On the Demolition of the "Short Life" Teaching Building of Wuhan University

决策作为政府投资起始环节,为最大程度保障其科学性与合理性,构建和运行相关的责任追究制非常重要。但是作为一种事后监督、警示惩戒机制,政府投资决策责任追究制运行至今仍存有较多问题:立法方面存在缺失、追究机制本身内容不完善、配套约束机制不健全。只有对该机制进行重新审视并进行重构,健全责任追究法律体系、完善追究制本身内容、健全配套约束机制,方能降低决策失误率,保证投资方向正确以及实现政府投资效益的最大化。

As the starting link of government investment,it is very important to construct and run the system of accountability in order to guarantee its scientificity and rationality to the maximum extent.However,as an post-supervision,warning and disciplinary mechanism,there are still many problems in the operation of the accountability system of government investment decision,such as the lack of legislation,the incomplete content of the mechanism and the imperfect supporting mechanism.Only by reexamining and reconstructing the mechanism,improving the legal system of accountability,perfecting the content of the system of accountability,and perfecting the supporting restraint mechanism can we reduce the error rate of decision-making,ensure the right direction of investment and maximize the efficiency of government investment.
