Analysis was made on the problems existing in flood prevention and emergency guarantee of the Yellow River section in shandong province,based on which the authors discuss the measures for improving the ability in respects of standard management,training and drill,supply of materials and equipment,mechanical emergency rescue etc.,and put forward suggestions.
