政府购买公共服务之成效评估研究

The Effectiveness Evaluation Research of Government Purchase of Public Service

政府在购买公共服务的过程中因缺乏完善的评估体系仍存在一些问题,因此构建相应的评估模型对推动我国公共图书馆事业的发展具有重要意义。文章运用网络调查法、文献研究法及政策解读法,探讨政府购买公共服务的基础,据此构建三类政府购买公共服务的成效评估模型:物有所值评估、基于第三方的KPI评估及满意度指标评估,并通过三个典型案例对成效评估模型进行验证。

In the process of purchasing public service,there are still some problems due to the lack of perfect evaluation system.Therefore,it is of great significance to build a corresponding evaluation model to promote the development of public libraries in China.Applying the network investigation method,literature research method and policy interpretation method,this article discusses the basis of government purchase of public service,accordingly constructs three types of evaluation models of the purchase:value assessment,KPI assessment based on third parties and evaluation of satisfaction index.Three typical cases are used to verify the effectiveness of the evaluation models.
