图书馆作为政府保障公民文化权利实现的重要基础设施,读者权利的实现程度影响着读者幸福感提升的幅度。文章从读者权利的实现出发,通过分析侵害公民基本权利的种种表现,探讨如何发挥图书馆的作用从而消除影响读者提升幸福感的障碍。

As an important infrastructure of the government to protect civil cultural rights,the extent to which readers’rights are realized influences the extent to which readers’happiness increases.Starting from the realization of readers’rights,the article discusses how to play the role of library to eliminate the effect of affecting readers’happiness.
