引入与融合:PPP模式下我国公共体育场馆运营问题研究

Introduction and Convergence:on Public Stadiums and Gyms Operation in China under PPP Mode

PPP模式(public-private partnerships)即融资模式也称公私合营模式。文章运用文献资料法和专家访谈法以PPP模式为载体对此模式引入体育场馆的各种问题进行考察,从国家相关政策法规不完善、相关招投标过程存在公平性问题、政府与企业利益指向相冲突、政企之间缺少有效沟通等方面,揭示了目前我国体育场馆引入PPP模式存在的问题。基于此,依据我国国情以及体育场馆发展实际情况,通过进一步分析与归纳上述问题的基础上,文章提出以下场馆运营PPP模式的有效融合途径:(1)完善PPP模式相关政策法规,推动体育场馆运营稳步前进;(2)营造公平的招投标环境,激发企业加入场馆运营管理积极性;(3)立足政企双方共同利益,激发企业资本活力;(4)建立联合体内部有效沟通机制,提高体育场馆运行有效性。为解决我国体育场馆引入与融合PPP模式存在问题提出针对性解决建议。

The public-private partnerships(PPP)model is also called the public-private partnership model.This article uses the literature data method and the expert interview method to investigate the various problems introduced into the stadium using the PPP model as the carrier.The relevant national policies and regulations are imperfect,there is a fairness problem in the related bidding process,and the government and the company are interested in Conflicts,lack of effective communication between government and enterprises,etc.reveal the problems existing in the introduction of the PPP model in our sports stadiums.Based on this,according to China's national conditions and the actual development of stadiums and stadiums,and by further analyzing and summarizing the above issues,this paper proposes the following effective approaches for integrating the PPP mode of venue management:1)improve the relevant policies and regulations of the PPP model and promote the stable operation of stadiums and gymnasiums;2)create a fair bidding environment to encourage companies to participate in the enthusiasm of the venue operation and management;3)based on the common interests of both governments and enterprises to stimulate corporate capital vitality;4)establish an effective communication mechanism within the consortium to improve the effectiveness of stadium operations.In order to solve the problems in the introduction and integration of PPP mode in our sports stadiums,we propose targeted solutions.
