摘要
教育行政决策是县级教育行政部门众多功能活动中的一项核心职能。在新时代的新征程中,突显科学化的县级教育行政决策,除了要深刻理解新时代的内涵特征、主要矛盾以及社会需要等方面的宏观环境变化发展之外,更应切实把握教育环境正在发生着的两大变化:第一,要确保县级教育行政决策的科学化,必须充分认识、紧扣和顺应我国基础教育改革发展的新要求、新变化;第二,要确保县级教育行政决策的科学化,必须加快建设教育信息化的步伐,在集成整合和充分挖掘包括教育管理信息系统等在内的多种资源数据库的基础上,积极促成经验决策向循证决策的转型。
Educational administrative decision-making is a core function of many functional activities of county-level education administrative departments.In the new journey of the new era,in order to highlight the scientific county-level educational administrative decision-making,besides profoundly understanding the macro-environmental changes in the connotation characteristics,main contradictions and social needs of the new era,it is also necessary to grasp the two major changes happened in educational environment:First,to ensure the scientificization of county-level educational administrative decision-making,we must fully understand,closely follow and comply with the new requirements and new changes in the reform and development of China's basic education.Second,to ensure county-level education administration,we must speed up the construction of educational informatization,and actively promote the transformation of empirical decision-making to evidence-based decision-making on the basis of integration and full exploitation of various resource databases including education management information systems.
