摘要
近年来,随着工程造价咨询业务的发展,业主要求造价咨询单位在全过程造价管理咨询中出具项目管理建议书已成为常态,然而这并没有引起造价咨询单位的重视,有的即使重视也是感觉无从下手,往往在项目全过程造价咨询中没有或很少出具项目管理建议书。而出具项目管理建议书是造价咨询单位参与项目管理,保证项目投资目标实现的关键工作,也是应履行的基本义务。文章通过若干个在全过程造价管理咨询项目中出具项目管理建议书的实例,说明了在什么情况下可以出具以及如何出具管理建议书。这些实例涉及业主、项目、招标代理、设计、监理、施工等单位及材料、设备供应商,有的是业主工作中遇到的管理难题需要我们给出好的建议;有的是针对现场工作中发现的的管理漏洞而出具的管理建议。因此,项目管理建议书的出具应该不拘对象、时间与固定模式,在项目建设过程中只要发现影响项目质量、进度、造价及安全的管理难题或管理漏洞,就应提出管理建议。
In recent years,the owner requires cost consultation units to issue project management proposal in whole-process cost management consultation with the development of engineering cost consulting business,which has become a normal state.However,such practice does not cause the attention of cost consultation unit.Some units have no way to start even if they attach attention to such practice,and project management proposal is not or rarely issued in project whole-process cost management consultation.Cost consultation unit participates in project management by issuing the project management proposal,which is also the key to realize project investment objectives,and basic to-be-fulfilled obligation.In the paper,the situation of issuing management proposal and how to issue the management proposal are described through several cases of issuing project management proposals in whole-process cost management consultation.The cases are related to owner,project,bidding agent,design,supervision,construction,other unit and materials as well as equipment suppliers.We should give high-quality suggestion to management difficulties encountered in owner work sometimes.Management suggestions are issued aiming at management loopholes discovered in field work sometimes.Therefore,the issuance of project management proposal should not be limited to object,time and fixed mode,and management suggestions should be proposed once management difficulties or management loopholes affecting project quality,progress,cost and management in the project construction process.
