湖南省水上交通主要航道气象灾害风险普查技术研究

为了了解湖南省主要航道水上交通安全风险隐患点、水上交通重要事故空间分布状况、影响水上交通的主要气象灾害和航道附近5km气象监测站点布局情况等,项目组通过采取问卷调查、实地考察、专家评估和历史资料分析法等技术方法,得出如下风险普查结论:(1)湖南省水上交通安全风险隐患点共245个,大多分布在湘江航道、资水航道、沅水航道和东江水库上。(2)近10年湖南省142起水上交通重大事故,重大事故点大多集中在湘江航道上。(3)2005至2015年湖南省共发生水上交通重大事故142起,导致死亡或失踪人数285人,直接经济损失6104.88万元,其中天气状况为雾或霾的为86起,占总事故的60.6%;大风天气为83起,占事故总数的58.5%,为雨天的为74起,占事故总数的52.1%。(4)目前湖南省主要航道5km范围内已布设了气象监测站点230个。

In order to understand the potential risk points of water traffic safety、the spatial distribution of important traffic accidents on the main waterway、the main meteorological disasters that affects the water traffic,and layout of meteorological monitoring stations within 5km near the channel.The project team drew the risk census conclusion by questionnaire survey,field investigation,expert evaluation and historical data analysis.The results show that:(1)there are 245 hidden risk points of water traffic safety in Hunan province,and most of them are distributed in the Xiangjiang channel,the Zishui channel,the Yuanshui channel,and the Dongjiang reservoir.(2)142 water traffic accidents occurred in Hunan province in recent 10 years,and the major accident points are mostly concentrated on the Xiangjiang waterway.(3)142 water traffic accidents occurred in Hunan province from 2005 to 2015,which lead to 285 people dead or missing,and the direct economic loss of 61.0488 million yuan.There are 86 cases of fog or haze,accounting for 60.6%of the total number;there are 83 accidents are in windy weather,representing 58.5 percent of the total.And there are 74 accidents happen in rainy days,accounting for 52.1%of the total.(4)At present,230 meteorological monitoring stations have been set up within the range of 5 kilometers in the main waterway of Hunan province.
