对高校如何培育横向科研项目的思考

长期以来,各高校在纵向科研项目申请培育方面的竞争一直都很激烈,无论从项目数量、经费总额以及在科研人员考核评价方面,纵向科研所占的比重都很高,但与此同时,也不能忽视横向科研项目在学校整个科学研究方面的重要性,国家已提出了"双一流"建设方案和实施办法,如何在新形势下增强和培育高校横向科研项目,也应该是各高校需要认真思考探索的工作重点之一。
