摘要
文章基于政府、企业与公众的环境监管、污染治理、环境诉求等量化指标构建了环境与经济协调性评价指标体系,采用主成分分析方法,对我国2000、2005、2010和2014年30个省域的环境与经济协调性展开评价。结果显示:环境与经济协调性指数相对较高的是北京、上海、天津、广东,指数值相对较低的是贵州、新疆、宁夏、甘肃;北京、天津、上海的环境与经济协调性水平排名基本保持前三名水平;广东、江苏、浙江基本保持排名前4至8名的水平;广西、贵州、云南基本保持排名后五位的水平。从时空格局演进看,省域环境与经济协调性水平时空格局变化程度不大,东部沿海地区的环境与经济协调性始终显著高于中西部地区。能源消费总量、二产比重和环境与经济协调性指数总体呈现负相关关系;环境治理对于环境与经济协调性能力的贡献程度参差不齐,而环境规制政策对环境与经济协调性的影响较为显著。
In this paper,an evaluation index system of environmental and economic coordination was built on the basis of the environmental supervision,pollution control and environmental demands of the governments,enterprises and the public.Principal component analysis was used to assess the environmental and economic coordination in 30 provinces of China in 2000,2005,2010 and 2014 respectively.The results showed that the environmental and economic coordination indicators of Beijing,Shanghai,Tianjin and Guangdong were higher,while those of Guizhou,Xinjiang,Ningxia and Gansu were lower.The levels of environmental and economic coordination of Beijing,Tianjin and Shanghai were basically maintained the top three,and those of Guangdong,Jiangsu and Zhejiang provinces were basically kept the top four to eight,while those of Guangxi,Guizhou and Yunnan provinces were basically kept the last five.From the evolution of temporal and spatial patterns,the temporal and spatial pattern of the coordination level of the provincial environment and economy was not changed significantly,and the coordination of the environment and economy in the eastern coastal areas was always significantly higher than that in the central and western regions.Coordination index of the environment and economy was generally negatively correlated with the total energy consumption and the proportion of the secondary industry.Contribution degrees of environmental governance to the coordination index of environment and economy were uneven,but the influences of environmental regulation policies on the coordination index of environment and economy were more significant.
